Russian Pres. Vladimir Putin recognized the independence of the Donetsk and Luhansk regions on Presidents' Day, a U.S. holiday, so U.S. markets weren't able to react fully to the news. European markets fell yesterday by about 2% and will apparently open this morning without knowing for sure whether the White House is going to consider the deployment of Russian troops in Donetsk and Luhansk last night as a "further invasion" that triggers "severe sanctions," the arrival of more Little Green Men that does too, or merely a minor incursion. Nor is it entirely clear whether Vladimir Putin has now acted within the "window" that the Biden administration had spoken about repeatedly.
