Andrej Babiš told Právo a month ago that he could say, but won't, that there was a plan from 2017 between senators and Chief Justice Pavel Rychetský of the Constitutional Court, and that Rychetský changed the electoral law to suit the coalitions. By "not" saying this, Babiš was laying part of the blame for his inability to form a new government on Rychetský. If Pres. Miloš Zeman insists on causing problems for ODS Chair Petr Fiala in forming a new government, it might not just be Jan Lipavský's position on Israel that is behind it. Zeman also bears a grudge against Rychetský because of the electoral-law ruling, and he could see this as his last chance for payback. If Fiala filed a constitutional complaint against Zeman for not appointing Lipavský, Rychetský's court might very well order Zeman to make the appointment. An exasperated Zeman could then say that he had done everything in his power to stand up for Israel but that Rychetský's court took the side of the terrorists.
