Czechs are coming under two types of immigration pressure. The EU Commission is trying to force them to accept 525 immigrants from N. Africa as part of what some people call crisis immigration. Czech leaders are defiant for now, because of opposition from the citizenry, but they will no doubt cave to Brussels' demands later. The other type can be called economic immigration. The argument is that Czechs are dying out and need reinforcements. Plus, there are menial jobs that Czechs just will not take, so immigrants are needed for doing the sweeping. It's not politically correct to say so, but similar arguments were used in the 19th century to justify slavery. Without slaves, it was said, products would be uncompetitive, and more investment and European immigration wouldn't be attracted. To see where this ultimately led, look to the Baltimore riots. to cave (in) to someone's demands - to yield or submit under pressure;
reinforcements - extra personnel sent to increase the strength of an army or similar force;
to factor in - to include as a relevant element when making a calculation or decision.
