The Sobotka cabinet will get its third new addition on Thur., when Robert Pelikán is sworn in as justice minister. All three of the new ministers are appointees of ANO, although none of them at the time of the appointment was an ANO member. Nor are any of the three new ministers elected members of Parliament. We couldn't find another case in Czech history where half of the ministers of a major ruling party of a regularly elected cabinet were neither MPs nor senators. If Jiří Borovec eventually replaces Martin Stropnický as defense minister, the percentage will rise to 67%, leaving only Andrej Babiš and Richard Brabec. ANO's new ministers answer under the Constitution to Parliament, but they are not of Parliament. They answer to ANO, but they are not of ANO. They answer to Pres. Miloš Zeman and to PM Bohuslav Sobotka, but in reality they answer only to Babiš. They serve at his mercy and at no one else's, least of all at that of the voters of the country.
