The devil is in the details, but the details of agreeing on a new government have actually obscured the fundamental question of who is going to be in control of Česká republika a.s. once the new cabinet is formed. Now that the coalition parties have agreed on many of the boring details and have finally started fighting in public over the individual ministries, the battle lines between the various interest groups are becoming visible. As several analysts argued before the elections, including Jiří Pehe in Právo, Petr Nečas will only be allowed to remain as PM as long as he doesn't get in the way of his party's special-interest brotherhoods. To make matters worse, Nečas must also now contend with the brotherhoods behind TOP 09 and VV. For the first time in several weeks, the chances that a new coalition government will be formed seem to have actually fallen. Even if a new government is agreed, it won't be entirely clear who is in control, because Česká republika a.s. has bearer shares that dead-end in a lawyer's office in the Seychelles.[Czech Republic Věci veřejné]

to obscure - to make unclear and difficult to understand;

battle line - the line along which warring troops meet;

to contend with/against - to struggle to surmount (a difficulty or danger);

bearer shares - anonymous shares owned by the person who physically possesses them;

to dead-end - to come to a dead end (in this context, to become impossible to trace the ownership of any further).
