Until a deal is signed and sealed for a government of ANO+ČSSD backed by the Communists, some people will harbor the belief that Miloš Zeman is secretly hoping all talks will fail. His true objective from the beginning, these people say, is to appoint another technocratic government of the kind Jiří Rusnok ran from July 10, 2013, to Jan. 29, 2014. There's a big difference this time, though. Petr Nečas's government had received a vote of confidence, which meant that, under Article 68 of the Constitution, the Rusnok government was again Zeman's first attempt at forming a government. If Zeman tried now to appoint a "Rusnok II," it would be his second attempt to form a government (Babiš's cabinet failed on Jan. 16). Rusnok II would have only 30 days to seek a confidence vote and, if it failed, would soon be replaced by House Speaker Radek Vondráček's own government.
