If you judge a political scandal by whom it benefits, likely culprits for ordering the pictures of politicians and ČEZmen in Italy must be TOP 09 and Občané.cz. Of course these two new parties didn't really order the photos, but they might gain the most from them, because they've been conspicuous in criticizing the ČEZ system. While ODS and ČSSD were falling all over themselves to approve free carbon credits for ČEZ, Miroslav Kalousek of TOP 09 was talking about the "privatization of state authority" and the carbon-credit theft from the state budget. Before TOP 09 was even a twinkle in Kalousek's eye, Petr Havlík of the Citizens (Občané) party was telling Respekt about the need to set constraints on the young dandies running the country. The longer the Tuscany scandal drags on, the greater the chance one or both of these new parties will get to put their money where their mouth is in Parliament.[Czech Republic KDU-ČSL CO2 allowances]
