The world can be broken down into three groups. The generals are those in politics and business who make almost all of the fundamental decisions about how we live our lives. The soldiers carry out the orders, and the civilians garner the benefits or suffer the consequences. Because of their position, the generals are almost entirely to blame for the current crisis. In most cases, they knew exactly what they were doing and what the outcome would be. Certainly, the soldiers and civilians played their roles, but without the active consent of those on top, society would not be in the mess it is in today. The generals are now hastening to correct the situation, but in fact almost all of their actions are making it worse. The civilians are already up in arms and in some countries are taking to the streets. The fate of the Western world now hinges on the soldiers - the managers, teachers, doctors, analysts, journalists, clergymen and others who thought they were doing the right thing all along. to be up in arms - to be protesting vigorously about something;
