During the Cold War, the Americans and the Russians kept each other at bay by pointing intercontinental ballistic missiles at each other. If one launched an attack, both were sure to perish. It was called Mutually Assured Destruction. This doctrine could be the main reason why Jiří Paroubek has been untouchable so far as premier. Sure, he's been criticized for his simple language, his CzechTek Bolshevik tendencies and his apology to anti-Nazis from WWII, but no skeletons have been dragged from his closet. Prague Mayor Pavel Bém, who made history by praising Paroubek, denied in LN in early July that ODS was preparing a negative campaign about Paroubek's hedging activities as the deputy mayor in charge of city finances. Miroslav Macek of ODS said that politicians on both sides have reason to keep quiet about what's been going on at city hall.
